Social housing performance measures updated, not for PRS

The Regulator of Social Housing has updated its FAQ on Tenant Satisfaction Measures to reflect a revised Direction that took effect on 1 October 2026.

What happened

The Regulator of Social Housing has updated its guidance on Tenant Satisfaction Measures (TSMs). The update, dated 5 October 2026, reflects a revised TSM Direction that came into effect on 1 October 2026.

TSMs are a set of performance measures that registered providers of social housing must report on. They cover complaints handling, anti-social behaviour, repairs, tenant satisfaction surveys and building safety checks. Large registered providers must also submit this data to the regulator each year.

The guidance applies to registered providers. It does not apply to private landlords renting out property in the private rented sector.

The regulator notes that the FAQ document itself does not form part of the requirements providers must meet.

Who it affects

This applies in England only, and only to registered providers of social housing regulated by the Regulator of Social Housing.

If you let property privately and are not a registered provider, this guidance does not create any new obligation for you.

  • If you are a registered provider of social housing, review the updated FAQ and the revised TSM Direction in full.
  • If you are unsure whether you count as a registered provider, check with a solicitor or your regulatory contact.
  • If you let privately and are not a registered provider, no action is needed.
