Regulator of Social Housing updates guidance for providers
The Regulator of Social Housing has updated its guidance on requirements for different landlord types in England, reflecting the introduction of the Competence and Conduct Standard.

What happened
The Regulator of Social Housing has updated a guidance page that sets out what it requires from large and small private registered providers, and from large and small local authority landlords, in England. The update, dated 8 October 2026, is described as a change to language and a reflection of the introduction of the Competence and Conduct Standard.
The guidance sets out, by landlord type and size, what must be submitted (data returns, regulatory documents, tenant satisfaction measures data) and what regulatory approach applies (programmed inspections, regulatory judgements, gradings under review, stability checks).
Who it affects
This applies to England only.
It affects private registered providers and local authority landlords that are regulated by the Regulator of Social Housing. It does not apply to private landlords letting property outside the social housing sector.
Requirements and regulatory approach continue to differ by whether a provider is classed as large or small, as set out in the existing guidance.
What to do
- If you are a registered provider or local authority landlord, read the updated guidance page in full to see how the Competence and Conduct Standard affects your organisation.
- Check which category (large or small, private registered provider or local authority) applies to you, as requirements differ.
- Check with a solicitor or your regulatory compliance adviser if you are unsure how the updated language changes your obligations.
